Yes, the 'You & I' video features some racy moments involving a mermaid, but it's all a metaphor for how loving relationships sometimes just don't work out.
When Gaga was asked by a fan in an MTV interview how it would work, she replied: "You can't, sometimes in love, you can't make it work. No matter what you do, there's this giant boundary between you and someone else."
We're assuming that in this instance the giant boundary is symbolised by a huge fish tail.
