The rules definitely have not changed.
Plus nobody is reporting anything anymore (apart from spam) which doesn't help!

Seriously, no one reports anything at all anymore, and we don't have the time to go through every page of every thread.

To be honest, I think there's a bug with the reporting or summat. I actually sent a message about it, but I never heard back.
There's no actual link to the rules anymore, so people seem to be LOL'n OMG'n and :) :( all over the place.
I've reported a few times but nothing seems to get done.

I know it's completely unfair to pick up on a typo*, but I do so love the idea that use of this forum is subject to a rule that outlaws emotions. My mind is ablaze with how it might work - would it simply outlaw expressing emotion, or would there be some system that would prevent our having any sort of emotional reaction to what we read here.
(You make a very good point, though. The forum standards have always been an important part of this place, so the fact they're no longer accessible would seem a rather important oversight).
*I should acknowledge the possibility that it's not actually a typo, and all the cool kids might be calling emoticons 'emotions' these days - I'm that out of touch, that it wouldn't surprise me!
I think its actually my computer autocorrecting for me. I did actually type emoticons but it force corrected it to emotions without my consent.
Its the second time its happened to me today.

I, for some reason, recieved them! In fact, checking my Junk, there's quite a few reported posts in there from various people: ops, alexcj, Aime, invertedbutterly, zycoli, Wuming01 and RJF, among others.
Which is really odd because since the change i've not been able to edit anything in Off Topic. And a lot of those posts reported don't seem to have even been in Off Topic.

Just to check - the rule is that you can cite music lyrics that include it, but you can't call someone it, is that right?

Yes, there's no logical basis for banning the verb. IIRC I asked SockMonkey and he said it was allowed.
